Dominica offers citizenship to people who make a non-refundable contribution to the Economic Diversification Fund (EDF) or invest in a government-approved real estate project. The program is administered by the Commonwealth of Dominica’s Citizenship by Investment Unit (CBIU).
Read this first. In June 2026 the European Commission formally asked the Eastern Caribbean countries that operate investor-citizenship programs to phase them out by 1 June 2028. Under the EU’s revised visa-suspension mechanism, running such a program is itself a ground for suspending visa-free travel to the Schengen area. The governments say their programs will continue, but the outlook is uncertain.
The two routes
Economic Diversification Fund (EDF)
- Single applicant: US$200,000.
- Family of four (main applicant, spouse and two dependants): US$250,000.
- Additional dependants: US$25,000 each under 18; US$40,000 each aged 18 or over.
Approved real estate
- Minimum investment: US$200,000 in a government-approved project.
- Holding period: at least 3 years, or 5 years if the property is resold under the program.
- Government fees: US$75,000 for the main applicant; US$100,000 for the main applicant plus up to three dependants; US$25,000 for each additional dependant under 18 and US$40,000 for each aged 18 or over.
Other fees (per the CBIU fee page)
| Fee | Amount |
|---|---|
| Due diligence | US$7,500 main applicant; US$4,000 per dependant aged 16 or over |
| Processing | US$1,000 per application |
| Naturalisation certificate | US$500 per person |
| Mandatory interview | US$1,000 per person aged 16 or over |
Enhanced due diligence may add charges. The CBIU’s pages are not fully consistent on whether these government fees apply to EDF applicants or only to real estate investors, so we confirm this in writing before you start.
Who can be included
The CBIU describes dependants as people who rely on the main applicant as a primary source of income, including spouses, children, parents and grandparents. The CBIU gives an indication of about 3–4 months for processing.
What to weigh before investing
- Visa-free access to the EU is the benefit most investors want, and it is what the European Commission has put in question.
- Your home country’s rules decide whether you may hold a second nationality.
- The total cost depends on your family’s ages; ask for a full written estimate.
How GoldPassports helps
