Türkiye grants citizenship to foreigners who make a qualifying investment, subject to the decision of the President of the Republic. Turkish citizenship does not give the right to live in the EU. The amounts below come from the Turkish government’s own investment guide.
The qualifying investments

Older sources quote US$250,000 for real estate; that is the 2018 figure and is out of date.
How the real estate route works
- The applicant states in the application that the property is bought for citizenship purposes; the title deed records this and a three-year no-sale restriction.
- After the land-registry procedures, the buyer can apply for a residence permit or citizenship with a certificate of eligibility from the Ministry.
- The legal basis is Article 12 of Law No. 5901, as amended in 2016, with the scope and amounts set in regulations published in the Official Gazette on 18 September 2018. The President decides on citizenship.
Family members
According to the Turkish government’s guide, the investor’s spouse and the investor’s or spouse’s minor or dependent children can also acquire Turkish citizenship if they apply together with the investor.
Points to check before you buy or invest
- Verified value. The ministry’s certificate must confirm that the property or investment meets the threshold.
- Currency and timing. Thresholds are set in US dollars or equivalent foreign currency; the exchange rate on the day matters.
- Your home country’s rules on second nationality.
- EU access. A Turkish passport does not give residence or free movement in the EU.
